PARTICIPATION IN THE ON-SITE SESSION OF THE VERKHOVNA RADA OF UKRAINE COMMITTEE ON SCIENCE AND EDUCATION ON THE SUBJECT OF “HIGHER EDUCATION IN UKRAINE: THE STATE OF LEGISLATIVE SUPPORT, PROBLEMS AND DIRECTIONS OF REFORMING” (KHARKIV, February 13, 2019)

The on-site session of the Verkhovna Rada of Ukraine Committee on Science and Education on the subject of “Higher education in Ukraine: the state of legislative support, problems and directions of reforming” took place in Kharkiv on February 13, 2019. Director of the State Scientific Institution “Institute of Educational Analytics” (hereinafter – SSI “IEA”) Doctor of Economic Sciences, Professor Sergiy Londar addressed the meeting.

The Committee session was held at the National Technical University “Kharkiv Polytechnic Institute”. The number of participants was about 350 people. The session was attended by the representatives of the government, rectors of higher education institutions, heads of state scientific institutions, as well as representatives of local authorities and departments of education, representatives of the expert environment, etc.

The session discussions were mainly focused on the following key issues:

  1) Management of higher education institutions. Problems and ways of its improvement

  2) Improvement of the system of financing higher education institutions

  3) Higher education quality assessment and educational measurement. Priority actions of the National Agency for Higher Education Quality Assurance on the analysis of educational activities quality of higher education institutions

Director of the SSI “IEA” made a presentation on the topic “Creating Modern Educational Measurement Tools as a Component for Improving the Quality of Higher Education” in which he presented the main research results of the Institute on this issue.

The presentation shows that the creation of education management information systems (EMIS) of the third generation (EMIS for graduate tracer studies) is relevant for Ukraine. Such systems allow setting up the interrelation between the results of higher education impact on a person and his or her activities in the labor market. This is very important information that can give universities and education authorities reasonable grounds for changing the curricula, as well as the approaches to the higher education financing, and changing the “higher education quality” paradigm to increase the competitiveness of this sphere in the global competitive space.

At the session, several decisions were made to improve the state of legislative support and to resolve certain urgent issues of higher education reforming in Ukraine. This was followed by a meeting with the teaching staff of general secondary, pre-school, out-of-school and vocational (vocational and technical) education in the Kharkiv region.
