The role of Eurydice in shaping education policy: practical workshop for educators and analysts (27–28 November 2025, Uzhhorod)
On 27–28 November 2025, Uzhhorod National University hosted a two-day workshop entitled “Projects in Education and Science Supported by the European Commission: Eurydice, Erasmus+, Horizon Europe”. The event was organised by the State Scientific Institution “Institute of Educational Analytics” (SSI “IEA”) in cooperation with the Ministry of Education and Science of Ukraine and held within the project “Eurydice Ukraine: Improving Education Accessibility” (EU-IEA), Grant No. 101228665. Uzhhorod National University served as an active partner, providing a platform for professional dialogue among researchers, analysts and representatives of government institutions.
The main purpose of the event was to raise awareness within the Ukrainian education and research community about European instruments in the field of education policy, as well as to present the work and key focus areas of the Eurydice National Unit. The workshop brought together experts in education and science to identify priority directions for deepening Ukraine’s European integration in the education sector, expanding participation in EU-funded projects, and showcasing the results of the Eurydice National Unit’s activities in Ukraine. The workshop programme is available here.
The programme covered a wide range of topics, including:
-
the peculiarities of the negotiation process on Ukraine’s EU accession in the field of education;
-
the role of the Eurydice network in shaping modern education policy and aligning with the European Education Area;
-
digital transformation and the modernisation of education analytics;
-
the harmonisation of Ukrainian education statistics with EU standards.
Special attention was given to the activities of the SSI “IEA” as the Eurydice National Unit, which ensures Ukraine’s representation within the European education information network.
The first day of the workshop focused on presenting the key results of Ukraine’s participation in the Eurydice network. Specialists from the SSI “Institute of Educational Analytics” discussed the preparation of national descriptions of Ukraine’s education system, the country’s contributions to the Eurydice comparative analytical reports, and the implementation of the project’s communication strategy. Particular attention was paid to practical opportunities for educational institutions, especially higher education institutions, in using Eurydice comparative data to improve study programmes, strengthen research capacity and expand participation in European education and research initiatives.
A separate session was dedicated to Ukraine’s experience in implementing Horizon Europe projects. Particular interest was generated by the presentation of interim results of the project “Skill Partnerships for Sustainable and Just Migration Patterns” (SKILLS4JUSTICE), in which the Institute of Educational Analytics is a co-implementer. The research focuses on developing skills for the sustainable and fair governance of migration processes.
The second day of the event centred on the development of digital tools and the transformation of education analytics. Representatives of the SSI “IEA” presented analytical outputs prepared within Eurydice activities and outlined directions for the modernisation of digital platforms, including updates to the SHC “AICOM”. Special emphasis was placed on adapting Ukrainian education statistics to European standards – a key requirement for harmonising indicators and strengthening the analytical capacity of the education sector.
The workshop demonstrated that European integration in education is a complex, long-term process requiring coordinated action by government institutions, educational establishments and the analytical community, as well as the continuous development of institutional cooperation mechanisms. Particular attention was paid to the role of the Eurydice network as an important instrument of European educational integration, contributing to enhanced analytical capacity, the development of modern approaches to education policy and the strengthening of expert dialogue between Ukraine and EU Member States.
