THE INSTITUTE OF EDUCATIONAL ANALYTICS HAS COMPLETED A RESEARCH ON DEVELOPING A SYSTEM OF INDICATORS FOR INCLUSIVE EDUCATION IN THE CONTEXT OF EUROPEAN INTEGRATION
The State Scientific Institution “Institute of Educational Analytics” has completed the research project “European Integration-Oriented Information and Analytical Support for Inclusive Education Indicators to Achieve Sustainable Development Goal 4”, implemented with the support of the International Renaissance Foundation. The research aimed to establish a modern scientific and methodological framework for improving the monitoring system of inclusive education in Ukraine in line with European approaches and international standards.
As part of the project, a comprehensive analysis of the existing system for collecting, processing, and using data in the field of inclusive education has been carried out. Particular attention has been given to assessing the alignment of national approaches to indicator development with the requirements of Sustainable Development Goal 4 “Quality Education”, as well as with European Union practices in educational statistics and analytics. A key outcome of the study is the development of a system of inclusive education indicators that enables a comprehensive assessment of the accessibility, quality, and effectiveness of educational services for different groups of learners. The proposed system includes both quantitative and qualitative indicators and incorporates modern approaches to metadata structuring to ensure comparability and data quality.
A key component of the project is the development of instruments for analytical data processing and visualization that creates the prerequisites for integrating indicators into state education management information systems, in particular, the SHC “AICEM”. In its turn, this will enable the automation of data collection processes and enhance the effectiveness of decision-making based on evidence-based information.
The research also substantiates approaches to the use of inclusive education indicators in public administration practice. In particular, the results can be applied to strategic planning of the education network, evaluation of education policy effectiveness, and resource allocation for inclusive education at the national, regional, and local levels.
Special attention is given to harmonizing the national system of educational indicators with international standards, which is a crucial step in Ukraine’s European integration pathway. The proposed approaches will enhance the international comparability of educational data, expand analytical capacity, and support Ukraine’s integration into the European Education Area.
Based on the results of the research, analytical materials and practical recommendations have been prepared for the Ministry of Education and Science of Ukraine, as well as for regional and local education authorities. The materials have already been shared with stakeholders for use in shaping and implementing education policy.
The implementation of the project contributes to the development of a modern educational analytics system in Ukraine, focused on the use of high-quality data and indicators to support effective decision-making. In the long term, applying the research’s findings will help increase the inclusiveness of the educational environment and ensure more comprehensive progress toward achieving Sustainable Development Goal 4.
The Institute will continue its work on enhancing the information and analytical support of the education management system, particularly in integrating indicators into digital systems and strengthening the analytical capacity of education authorities.
