A VALIDATION SEMINAR ON THE RAPID EDUCATION DIAGNOSIS (RED) FOR UKRAINE HELD IN VIENNA (25–26 MARCH 2026)

On 25–26 March 2026, a validation seminar on the Rapid Education Diagnosis (RED) for Ukraine took place in Vienna, organized by the European Training Foundation (ETF) in cooperation with the World Bank.

The event marked an important milestone in the diagnostic assessment of Ukraine’s education system, conducted within the EU programme “Supporting Education Reforms and Skills” (SER).

RED is an analytical tool that enables a comprehensive assessment of the education system, including governance, financing, quality, and access to education, as well as the identification of reform priorities in the context of Ukraine’s European integration.

The seminar brought together representatives of the Ministry of Education and Science of Ukraine, the national expert community in education, as well as European institutions, EU Member States, and international organizations. In particular, the State Scientific Institution “Institute of Educational Analytics” was represented by Director Andrii Lytvynchuk, PhD in Economics, and Head of the Higher Education Sector Serhii Melnyk, PhD in Economics.

Participants engaged in presentations, thematic discussions, and group sessions. As a result of the seminar, key education policy recommendations and next steps for preparing the final RED report for Ukraine were agreed upon.

Participants noted that the seminar constituted an important step toward building an evidence base for further reforms and strengthening cooperation between Ukraine and its European and international partners.
