A High-Level Dialogue between Ukraine and the European Union on Education Took Place in Brussels (11–12 May 2026)

On 11–12 May 2026, a delegation of the Ministry of Education and Science of Ukraine participated in the first High-Level Dialogue on cooperation between Ukraine and the European Union in the fields of education and skills development. The event took place in Brussels under the co-chairmanship of Roxana Mînzatu, Executive Vice-President of the European Commission for Social Rights, Skills, Quality Jobs and Preparedness, and Oksen Lisovyi, Minister of Education and Science of Ukraine. The Dialogue was also attended by Andrii Lytvynchuk, Director of the SSI “Institute of Educational Analytics”, PhD in Economics, Senior Researcher.

The Dialogue marked a new stage in the development of partnership between Ukraine and the EU in the fields of education and human capital and demonstrated the transition of cooperation to a more systematic level.

During the meeting, the parties reaffirmed the joint commitment made in 2023 to strengthen cooperation in education and skills development as one of the key components of Ukraine’s recovery, reconstruction, and European integration.

The key topics of the Dialogue included:

  • Ukraine’s integration into the European Education Area;
  • skills development;
  • support for the education system under wartime conditions;
  • preparation for post-war recovery;
  • human capital development and strengthening institutional capacity.

Since 2022, the European Union has allocated more than €1.1 billion to support education and science in Ukraine. These funds cover both emergency measures aimed at ensuring the resilience of the education system during wartime and support for reforms and long-term investments in educational development.

Educational analytics is an important component of effective educational policymaking, as managerial decision-making in education requires high-quality, up-to-date, and verified data. In this area, the SSI “Institute of Educational Analytics” ensures the collection, processing, and analysis of educational data, provides information and analytical support for educational reforms, and implements approaches aligned with European practices.

During the Dialogue, the parties confirmed a shared position that education and skills development constitute the foundation for the country’s recovery, economic growth, and Ukraine’s progress towards EU membership. This involves not only supporting the education system today, but also its further modernisation and full integration into the European Education Area.
