Presentation of the updated education indicators dashboard (20 May 2025)

On 20 May 2025, the Ministry of Education and Science of Ukraine (MESU) presented the updated version of the Education Indicators Dashboard in partnership with the Swedish-Ukrainian Polaris Programme “Supporting Multilevel Governance in Ukraine”, implemented by SALAR International. This modern analytical online tool provides a comprehensive assessment of the state of general secondary education in Ukraine.
The presentation was attended by representatives of the MESU, international partners, the analytical community and all interested stakeholders. The following speakers participated in the event:

The State Scientific Institution “Institute of Educational Analytics” (SSI “IEA”) has established strong working relationships with Polaris Programme experts and has promoted the development of the education indicators system since its inception, including by providing primary data for indicator calculations. In his speech, Andrii Lytvynchuk emphasised the crucial role of the Education Indicators Dashboard as a modern educational management tool at all levels, from local to national. In his view, having such a tool available enhances the quality of primary data: local communities often request corrections to data, which helps to identify weak points and improve the tool. This, in turn, lays the groundwork for effective and sustainable educational policy planning. For instance, it enables the MESU to forecast financial requirements more accurately, including funding for teachers’ salaries. Mr Lytvynchuk invited local education authorities, educational institutions, and all professionals interested in developing analytical tools to help further improve the dashboard by sending their suggestions to the SSI “IEA”, which is open to collaboration. The dashboard is a dynamic platform that is constantly updated and developed in response to user needs and modern challenges in the education sector.
The updated Education Indicators Dashboard comprises six modules, each of which serves a specific analytical function. Each module is accompanied by a video tutorial to help users quickly familiarise themselves with the tool’s features:
- National perspective: displays a map of Ukraine’s regions and allows users to view average values of indicators at both the national and regional levels. It enables comparisons between communities and helps identify top and low performers.
- Regional perspective: for a selected region, this module displays a map of its territorial communities and provides an in-depth analysis of indicators within the region, including visual comparisons between its communities.
- Local perspective: offers a detailed analysis of a selected indicator for an individual community, in relation to comparable groups.
- Educational profile of a territorial community: a concise “passport” of the community’s education system.
- Budget profile of a territorial community: focuses on financial aspects such as budget revenues, education-related expenditures, and the share of the budget allocated to education.
- Correlations: іdentifies statistical relationships between different indicators, showing how one may influence or be associated with another.
The dashboard provides accessible information about education in territorial communities, based on selected educational indicators. All data used to calculate these indicators is derived from official statistics provided by the MESU, specifically the Software and Hardware Complex “Automated Information Complex of Educational Management” (SHC “AICEM”) database, which is administered by the SSI “IEA”, and the Ministry of Finance of Ukraine, including data from the State Treasury Service of Ukraine and the national citizen-oriented budget portal, “Open Budget”. However, the values of the education indicators may not only reflect the actual situation in communities, but also potential weaknesses in the official databases and the quality of the underlying data. If any indicators on the dashboard display incorrect data from the SHC “AICEM” or other state data sources, local authorities should inform the SSI “IEA” so that the necessary corrections can be made. The indicators also reflect the impact of russia’s full-scale armed aggression, beginning with the 2022/23 academic year. This includes the consequences of mass migration and the closure of schools that were damaged or destroyed.
