IMPROVING EDUCATIONAL MONITORING FOR IDP CHILDREN: THE PROJECT AT THE SSI “INSTITUTE OF EDUCATIONAL ANALYTICS” WITH THE SUPPORT OF THE INTERNATIONAL RENAISSANCE FOUNDATION HAS BEEN COMPLETED
The State Scientific Institution “Institute of Educational Analytics” has successfully implemented the project “Improving Information Support for Tracking and Presenting Educational Indicators of IDP Learners” with the support of the International Renaissance Foundation. The project lasted from January to March 2025 and was aimed at the development of modern analytical tools to monitor the educational needs of children who were forced to change their place of residence due to the war.
A complex study of the challenges faced by internally displaced learners in the school environment has been conducted within the project. Based on the findings, the Institute’s experts developed scientifically based methodological approaches to collecting, aggregating and analysing educational information, as well as analytical and interactive dashboards to visualise important indicators of IDP learners’ education. These tools provide up-to-date information on academic performance, attendance, adaptation and needs of IDP learners in real time. The data will contribute to more effective and balanced decision-making by school administrations, local education authorities and the Ministry of Education and Science of Ukraine.
The project also foresaw the preparation of practical recommendations for educational managers, NGOs and international partners. The created information support allows not only to adjust existing educational programmes, but also to serve as a basis for creating new initiatives aimed at supporting vulnerable categories of students.
The developed solutions will be integrated by the Institute into the work of the state educational management information collection system AICEM, which will ensure their further use at the system level. It is also envisaged to scale up this initiative by attracting additional resources from budgetary funding and funds from international partners supporting Ukraine.
The results of the project have a broader impact than just supporting internally displaced children in the school system. They will also contribute to strengthening social cohesion in Ukrainian society and improve the quality and accessibility of Ukrainian education. Ensuring equal access to quality education for all children, regardless of their place of residence or social status, is a key to the further democratic development of society. The data made more accessible by the created dashboards helps to more easily identify the urgent educational needs of communities on the ground and direct resources to where they are most needed.
For Ukraine, this project is another step towards the formation of a new educational culture based on evidence, transparency and digitalisation. Made under the conditions of war, it demonstrates that the state and the Ukrainian educational community are able to adapt to the challenges of high risks of military threats and implement modern analytical solutions in the management and organisation of education. This strengthens public confidence in educational institutions and gives impetus to the further development of digital transformation of public administration in the humanitarian sector.
The project is also important for deepening relations with Ukraine’s European partners. The experience gained and the developed mechanisms of information support can be integrated into joint analytical and humanitarian initiatives and serve as an example of effective interaction between government institutions, civil society, and international donors. This strengthens Ukraine’s capacity for strategic partnership in education policy and improves its prospects for European integration.
