NATIONAL EDUCATIONAL FORUM “NEW UKRAINIAN SCHOOL 2021: SYNERGY, INTEGRATION, MANAGEMENT” WAS HELD (KYIV, NOVEMBER 30, 2021)

On 30 of November 2021, the National Educational Forum “New Ukrainian School 2021: Synergy, Integration, Management” chaired by the Minister of Education and Science of Ukraine Serhiy Shkarlet took place. The event was held at the National University of Life and Environmental Sciences of Ukraine in Kyiv.

The participants of the Forum included the leadership of the Ministry of Education and Science of Ukraine, heads of scientific institutions and HEIs, directors of education and science departments of the state administrations for the oblasts, and Kyiv city, heads of education departments for cities – regional centers, postgraduate pedagogical education institutions and mentors for education issues. At the event, the SSI “Institute of Educational Analytics” was represented by the Director Sergiy Londar (Doctor of Economic Sciences, Professor), the Deputy Director for Scientific-Project Work and IT Andrii Lytvynchuk (Ph.D.), the Scientific Secretary Natalia Pron (Ph.D.) and Natalia Tytarenko, Head of the Preschool, General Secondary and Out-of-School Education Sector of the Department of Educational Statistics and Analytics.

The event was moderated by the Deputy Minister of Education and Science of Ukraine Vira Rogova and the Director General of the Directorate of Preschool, School, Out-of-School and Inclusive Education Oleg Yeresko.

Welcoming the participants of the forum, the Minister of Education and Science of Ukraine Serhiy Shkarlet outlined the main issues related to the implementation of the reform of the New Ukrainian School and spoke about possible ways to overcome them. He noted that “today the reform of the New Ukrainian School, on which we have high hopes for a better future for the country, is the basis for the development of the education system. Together with preschool, it is the starting point for further success of each individual, each member of our society, as well as the start of change for the better in the country”. In his speech, Serhiy Shkarlet announced a number of educational innovations within the NUS reform, including the implementation of the Solid Info system of educational management indicators (sustainable indicators) for the purpose to improve management interaction and coordination at all levels (territorial community, district, region, country).

During the special discussion platform on the best practices for implementing the NUS innovations, Sergiy Londar spoke in more detail about Solid Info indicators as a tool for stimulating the development of education in Ukraine. He noted that the development of the system of educational management indicators Solid Info, which will be implemented with the help of the SSI “Institute of Educational Analytics” starting in 2022, was initiated by the Ministry of Education and Science of Ukraine to strengthen the information validity of management decisions made by the Ministry and the Heads of the departments of education and science of regional and Kyiv state administrations. Solid Info indicators are grouped into five information blocks (modules) related to students, teachers, creating a modern, favorable educational environment, education funding, inclusion, and will be posted in a user-friendly format on the public portal Open Data, administered by the SSI “Institute of Educational Analytics”. During his presentation, Sergiy Londar presented a thermal matrix of the state of secondary education based on 22 primary Solid Info indicators, which allows you to quickly see the achievements of local authorities, track changes and identify significant trends for management, as well as identify the most problematic points in education development to focus efforts primarily on overcoming them. Finally, he emphasized that Solid Info will become a useful tool for educational managers for making informed decisions to improve the effectiveness of public education policy, the successful implementation of initiatives of the President and the Government of Ukraine.

During his speech, Andrii Lytvynchuk spoke about the implementation of individual statistical educational information (preschool, school, out-of-school and vocational education) using the tools of the software and hardware complex “Automated Information Complex of Educational Management” (SHC “AICOM”). Presenting SHC “AICOM” (modernized DISO – State Education Information System), he emphasized that AICOM is an online system of the EMIS type (Education Management Information System) for the collection, storage, management, use of data in preschool, general secondary, out-of-school (during this year also), and vocational education (in the next year). Andrii Lytvynchuk focused on the functional capabilities of the SHC “AICOM”, namely the operational collection of educational data, the availability of form/report designers, BI tools, API, and noted the key features of the information system, such as security, media, convenience, ease of use for any target group. He added that the software and hardware complex operates a number of applied software products for educators, including a module of free state electronic homework record books and grade record books (E-Journal), which was put into trial operation (Order of the Ministry of Education and Science № 1545 of 22.12.2020).

The forum also included the exhibition “Educational Innovations of the New Ukrainian School for the 2020/2021 academic year”, which presented the latest achievements in the field of education. Two information systems of the national level were presented at the exhibition stand of the SSI “Institute of Educational Analytics”: the SHC “AICOM” (the software and hardware complex “Automated Information Complex of Educational Management”) and AS “IRC” (automated system of inclusive resource centers), as well as the main results of the scientific and monitoring research. In particular, the forum participants had the opportunity to get acquainted with the information and analytical materials featuring the NUS reform implementation, prepared by the research team of the Institute in 2021, namely: “Nationwide monitoring study of the NUS reform implementation“, “Research on the state of the NUS implementation in the pilot educational institutions”, “Research on the readiness of teachers to implement the New Ukrainian School“, and “Basic monitoring study on the professional orientation of students in the general secondary education institutions”. The results of the scientific research and materials of communication activities are available for free on the website of the SSI “Institute of Educational Analytics” in the section “Scientific and analytical activities”. Participants of the educational forum were also invited to cooperate and to publish articles in the professional publication “Educational Analytics of Ukraine”.

In conclusion, Vira Rogova summed up the results and thanked the speakers for interesting presentations of best practices and educational innovations in the process of implementing the NUS reform.
