AFTER MODERNIZING MANAGEMENT REPORTING FOR INCLUSIVE EDUCATION ACCORDING TO THE REQUIREMENTS OF PARENTS, TEACHERS, AND DECISION-MAKERS, MINSISTRY OF EDUCATION APPROVES NEW FORM

As a part of the project SG54116 “Modernizing management reporting for inclusive education according to the requirements of parents, teachers, and decision-makers, and its approval by the Ministry of Education” funded by the International Renaissance Foundation (IRF), the SSI “Institute of Educational Analytics” conducted a comprehensive study to improve statistical reporting in the segment of the inclusive education.

The process of the project implementation includes a number of activities:

– focus groups were identified in the process of developing digital forms for organizing a survey on improving statistical reporting in the segment of inclusive education;

– methodological approaches to the organization of a survey on ways to improve statistical reporting in the segment of inclusive education were developed;

– strata to create a representative sample of participants in future surveys and discussions were formed;

– digital forms for conducting a survey on improving statistical reporting in the segment of inclusive education were created;

– data collection for the online survey of a representative sample of respondents was coordinated (direct contacts with respondents of all levels (including in-depth interviews), organizing and ensuring online discussions in the format of round tables on the interim discussion and presentation of the final project forms on certain issues, and other communicative measures);

– resulting data of the survey on improving statistical reporting in the segment of inclusive education were processed (in particular, data obtained as a result of surveys were verified, normalized and weighted based on the rules of generating a representative sample using SQL and SPSS; representative samples and trends were formed);

– scientific and methodological support for ways to improve the forms for statistical reporting in the segment of inclusive education was provided;

– a new form for statistical reporting was developed, meaning № 1-IRC “Report of the Inclusive Resource Center” considering the new typology of categories of special educational needs (issues) in accordance with the Resolution of the Cabinet of Ministers of Ukraine of July 21, 2021, № 765;

– methodological approaches to the modernization of the database architecture according to the updated reporting form 1-IRC “Report of the Inclusive Resource Center” were developed;

– computer support was provided, and scenarios for training and risk analysis of the implementation of updated statistical reporting in the segment of inclusive education were prepared;

– public presentation of a new form for statistical reporting, meaning № 1-IRC “Report of the Inclusive Resource Center” was provided.

The main outcome of the project was the improvement of the reporting form № 1-IRC “Report of the Inclusive Resource Center” according to the requirements of parents, teachers, decision-makers, and the approval of the new form by the Ministry of Education and Science of Ukraine.
