PARTICIPATION IN THE ROUNDTABLE “THE IMPACT OF WAR ON EDUCATIONAL OUTCOMES” (FEBRUARY 22, 2023)

On February 22, 2023, at the initiative of the Ministry of Education and Science of Ukraine and the State Education Quality Service of Ukraine, a roundtable discussion “The impact of war on educational outcomes” was held at the Pavlo Tychyna Uman State Pedagogical University (Cherkasy region).

The leadership of the National Academy of Pedagogical Sciences of Ukraine, the National Academy of Sciences of Ukraine, people’s deputies of Ukraine, scientists, educators, the public and international partners took part in the event.

The participants analyzed the educational gaps since the beginning of the russian federation’s full-scale aggression against Ukraine, the dynamics of the results of training applicants, got acquainted with the results of the study of the State Education Quality Service of Ukraine on the quality of the organization of the educational process in the conditions of martial law.

The SSI “Institute of Educational Analytics” was represented at the event by Director, Doctor of Economics, Professor Sergiy Londar. During his speech, he said that in order to level the educational losses of Ukrainian schoolchildren there is a need to identify risk groups, for example, according to the location of the educational institutions:

  1. located in territories significantly distant from the combat zone, where there are a large number of internally displaced schoolchildren;
  2. located in the liberated (de-occupied) territories;
  3. located in the combat zone or in the frontline areas;
  4. located in the temporarily occupied territories.

For each of these groups, loss assessments should be conducted and an approach developed to mitigate educational losses. The SSI “Institute of Educational Analytics” has the opportunity to make representative samples for these groups.

The participants of the discussion unanimously agreed with the proposal to develop an effective system of national measurement of educational outcomes of schoolchildren.
