“Monitoring Changes in the Network of General Secondary Education Institutions in Accordance with Regional Plans”

Information and analytical materials “Monitoring Changes in the Network of General Secondary Education Institutions in Accordance with Regional Plans” were prepared in implementation of the recommendations of the European Commission presented in the 2024 Ukraine Progress Report under the EU Enlargement Package, as well as in accordance with the Operational Plan of the Ministry of Education and Science of Ukraine for 2026.

The materials provide a comprehensive analysis of the current state and dynamics of the network of general secondary education institutions (including special schools), the student population and teaching staff, class size indicators and staffing levels at both national and regional levels, based on data from the State Statistics Service of Ukraine and the Dashboard of the SSI “Institute of Educational Analytics”.

The monitoring results make it possible to assess regional disparities, trends in network optimisation, and the level of workload on educational institutions, as well as to identify directions for further structural modernisation of the general secondary education system. The materials may be used to support evidence-based managerial decision-making aimed at ensuring accessibility, quality, and efficiency of the educational network in the context of European integration and post-war recovery.

“Analysis of the Network of Family, Sanatorium and Special Preschool Educational Institutions in 2024”

This information and analytical materials present a comprehensive statistical overview of the activities of family, sanatorium and special preschool education institutions in 2024. The materials were prepared in accordance with the Operational Plan of Measures for 2024–2026 for the implementation of the Strategy for Ensuring the Right of Every Child in Ukraine to Grow Up in a Family Environment for 2024–2028 and are based on data from the software and hardware complex “Automated Information Complex of Educational Management” (SHC “AICEM”).

The study includes an analysis of the institutional network at the regional level, an assessment of human resources (including special education specialists), an audit of facilities and infrastructure, and an evaluation of the safety environment. Particular attention is given to the creation of a barrier-free environment, which is essential for the integration of children with special educational needs.

The results will serve as a basis for strategic planning aimed at transforming institutions into modern centres for supporting children and families during 2024–2028. The materials will assist managers and communities in effectively modernising educational infrastructure and improving the quality of services for the most vulnerable groups of children.
