Analytical report «Research on the teachers’ readiness to the Concept of the New Ukrainian School implementation»

 

The report presents the third stage of the monitoring study results of the teachers` readiness level to the NUS Concept implementation, conducted by the State Scientific Institution “Institute of Educational Analytics” in cooperation with the Ministry of Education of Ukraine (full research cycle – January-December 2020). The study’s purpose was to determine the teachers` training level to ensure teaching following the NUS Concept and the new Primary Education State Standard (DSPO). The study target group were teachers who taught in the 4th grade in the 2019-2020 academic year and the 2020-2021 academic year will teach in the 1st grade according to the new Primary Education State Standard. The survey was conducted in the online form survey using the Google Forms service (survey period – May-June 2020). The total number of respondents is 1973 teachers of 4th grades of general secondary education institutions. The survey was conducted based on probabilistic stratified two-stage sampling using the method of self-completion and taking into account the region and type of area. In order to comply with the structure of the general population, a system of weights calculated according to the regional breakdown was applied to the respondents who took part in the survey. The research results are presented in the report on the following thematic blocks: teachers` readiness to teach; educational process, methods and techniques of teaching; readiness for distance learning; teachers` attitude to innovative processes in Ukrainian education. The study also found that teachers need additional competencies to use the tools for the NUS Concept implementation, in particular on methods of integrated learning and working with children with special educational needs.

 

 

 

 

 

Analytical reference «Nationwide monitoring study of NUS reform implementation»

 

The report presents the second stage of the nationwide monitoring study results of the New Ukrainian School reform, conducted by the State Scientific Institution «Institute of Educational Analytics» in cooperation with the Ministry of Education and Science of Ukraine (full cycle of research – January-December 2020). The study’s purpose was to obtain relevant data on the peculiarities of the implementing new approaches process to teaching students in general secondary education in accordance with the requirements of the new Primary Education State Standard in the New Ukrainian School reform. The target group of the study were teachers who taught in the 2nd grade in the 2019-2020 school year and parents of 2nd grade students who taught/studied according to the new Primary Education State Standard. The survey was conducted in the form of an online survey using the Google Forms service (survey period – May-June 2020). The total number of respondents is 29,438, among them 3,352 (82,8%) teachers of the 2nd grade of general secondary education institutions and 26,086 (64,5%) parents of second-graders). The survey was conducted on the basis of probabilistic stratified two-stage sampling using the method of self-completion and taking into account the region and type of area. In order to follow the structure of the general population, a system of weights calculated according to the regional breakdown was applied to the respondents who took part in the survey. The study results are presented in the report on the following thematic blocks: the educational process organization on the basis of NUS; student – one of the main participants in the educational process; student achievement; conditions for education of children with special educational needs. The study found that teachers, especially in rural areas, need additional competencies to have the tools to implement in practice a number of provisions of the NUS Concept, including methods of forming general subject competencies of students, organization of differentiated and integrated learning, inclusive education for children with special educational needs. The administration of general secondary education institutions needs special attention to the organization of quality food in the school canteen, the organization of a modern and student-friendly educational space.

 

 

 

Operational information “Research on the hub schools’ needs”

 

The study on the hub schools’ needs was conducted by questioning the directors of these institutions using Google Forms in October 2020 in accordance with the task set by the Operational Plan of the Ministry of Education and Science of Ukraine for 2020, approved by the Order of the Ministry of Education and Science of Ukraine from 27.12.2019 № 1640 as amended by the Order of 30.07.2020 № 982. The survey was carried out for the general population of hub schools, which according to information from ITS “DISO” as of September 5, 2020, covered 990 institutions. 762 directors of hub schools took part in the survey, accounting for 77,0% of their total number. The study provided up-to-date information on the hub schools’ needs to ensure quality and accessible primary and basic secondary education. According to the objectives of the study, it was found that most of the projects funded in some way in 2020 were aimed at the formation / modernization of educational space, namely the organization of the subject-spatial environment, the purchase of training materials, etc. In general, the largest funding in the country was directed to projects for the purchase of multimedia equipment (31%), repair of food units (28,3%), purchase of computer equipment (27,8%) and modern furniture for classrooms (26,7%), repair of the school roof (24,2%). The study also identified priority needs for support institutions that require additional funding. The operational information presents the top priority needs of basic educational institutions within the country and in the regions. According to the study results of hub schools’ needs, some recommendations have been formulated aimed at the development of an effective network of hub schools.

 

 

 

 

Information materials on the conducting of “Basic monitoring study on the professional orientation of students in general secondary education institutions”

The information materials present the results of the basic monitoring study on the professional orientation of students in general secondary education institutions, conducted by the State Scientific Institution “Institute of Educational Analytics” in cooperation with the Ministry of Education and Science of Ukraine (full cycle of research – January-December 2020). The purpose of the study was to obtain relevant data on the state of the organization of career guidance work in general secondary education institutions to create conditions for students to consciously choose a future profession. The target group of the study – deputy directors. The survey was conducted in the form of an online survey using the Google Forms service (survey period – October-November 2020). The total number of respondents is 1,696 people. The survey was conducted based on probabilistic stratified two-stage sampling using the method of self-completion and taking into account the region and type of area. In order to follow the structure of the general population, a system of weights calculated according to the regional breakdown was applied to the respondents who took part in the survey. The results of the research are presented in information materials on the following thematic blocks: organization of career guidance work in general secondary education institutions; effectiveness of career guidance work; advanced training of teachers who are responsible for the organization of career guidance work in the educational institution; needs to improve the professional level of teachers who are responsible for the organization of career guidance work in the educational institution. The results of the study show that for quality and effective organization of career guidance work it is necessary to modernize career guidance programs, in particular with the use of information and communication technologies, to develop appropriate methods of organizing career guidance work, to organize thematic training for those responsible for the organization of career guidance work in the educational institution, and strengthen cooperation with career centers and employment centers. In addition, the need to strengthen the career guidance component of teaching materials; in the training of career counselors in higher education institutions; in the development of the concept of vocational training of teachers.

 

 

 

 

Analytical report “Research of NUS implementation in pilot educational institutions”

 

The report presents the results of the sixth stage of the all-Ukrainian experiment monitoring study on “Development and implementation of educational and methodological support for primary education in the context of the implementation of the new State Standard for Primary General Secondary Education”, which was conducted by questioning deputy directors of pilot educational institutions. 108 deputy directors participated in the survey, which took place in October-November 2020 using the Google Forms service. The results of this stage of the study are presented in the following thematic clusters: some issues of the experiment organization, intermediate results of the experiment, the needs of pilot institutions for further experiment implementation at the level of basic secondary education, evaluation of NUS reform. The intermediate data obtained from the results of the penultimate stage allow us to state that in general, the experiment is successful. Deputy directors are mostly satisfied with the participation of their educational institution in the NUS pilot, and teachers are successful in its implementation. The survey participants also noted the positive impact of the introduction of the NUS pilot on both students and the parent community, in particular, 72, 2% of respondents “completely agree” and 26, 9% “rather agree” that students go to school with pleasure, and 56, 5% of deputy principals “rather agree” and 38% “completely agree” with the statement that parents of students are satisfied with their educational results.
