Increasing information transparency of the use of targeted subventions by educational institutions in Ukraine

 

The collective monograph evaluates the distribution and utilization of educational subventions in 2022 and 2023 amidst a state of war. Changes in regulatory documents regarding the allocation and utilization of intergovernmental transfers in the field of education under wartime conditions are analyzed. Ways to improve monitoring of the use of state-targeted educational subventions are substantiated, taking into account the requirements of foreign partners and the Ministry of Finance of Ukraine. Methodological approaches to visualizing reporting data of general secondary education institutions (GSEIs) on the use of state-targeted educational subventions during wartime are developed. The peculiarities of automating the collection of GSEIs reports on the use of state-targeted educational subventions in the SHC “AICEM”, considering the location of educational institutions, are analyzed. The specifics of GSEIs reporting forms on the use of state educational subventions are justified, considering wartime conditions. Approaches to deploying an IT product – an information-analytical dashboard platform for financial data of GSEIs are outlined. Methodological approaches to evaluating the effectiveness of using educational GSEIs are developed; an algorithm for implementing into operational use a module for collecting and analyzing information on the use of state educational subventions in the “AICEM” software package is proposed. The main ways of modernizing the comprehensive information protection system of the “AICEM” during implementation of an information-analytical system for collecting and analyzing GSEIs reports on the use of state educational subventions in the face of cyberattacks are identified.

The New Ukrainian School as a component of Ukraine’s integration into the European Educational Space (indicators of success)

 

The collective monograph assesses the implementation of the educational reform “New Ukrainian School” (NUS) as a component of Ukraine’s integration into the European educational system. The international experience of transforming secondary education and the main trends in the formation of models of educational indicators as a diagnostic tool phenomena in the educational sphere are analyzed. The conceptual foundations of reforming general secondary education in Ukraine are defined; the directions of coherence of national educational indicators, including Solid Info, with international educational indicators are determined. The problems and prospects for implementing the NUS reform in Ukraine are analyzed. A comparative analysis of the conceptual provisions of secondary education reform in Ukraine and the EU countries is carried out; international experience in the development of educational indicators is systematized; strengths and weaknesses, opportunities and risks of forming models of educational indicators are identified; tools for collecting statistical data on the implementation of the NUS reform are analyzed. The directions of unification of national and international educational indicators are substantiated; directions of formation of the system of educational indicators “indicators of success” of the NUS reform implementation are also substantiated.
