On July 27, 2022, the Verkhovna Rada of Ukraine adopted the Law “On Amendments to Certain Laws of Ukraine Regarding the Functioning of Integrated Information Systems in the Field of Education” (reg. No. 7396). According to the adopted Law, digital interaction between education management authorities of all levels, institutions, organizations and participants of the educational process is being launched in Ukraine, implemented on the basis of the software and hardware complex “Automated Information Complex of Educational Management” (AICOM).

“The purpose of the law is to accelerate the digital transformation of education. I am grateful to the People’s Deputies for supporting digitization because it is an important step in today’s conditions. The AICOM will simplify working with school documentation for teachers, paper reporting, and will also provide support and gradual transfer of key management processes in the field of preschool, general secondary, out-of-school and professional (vocational training) education into digital format. Also, an important innovation is a fact that the registration of children of preschool and school age, participants in the educational process and subjects of educational activities is envisaged through this system,” said Serhii Shkarlet, the Minister of Education and Science of Ukraine.

The AICOM will interact with other key government information and communication systems and public electronic registers in the field of education, in particular, the Unified State Electronic Database on Education, the Unified State Demographic Register, the Unified State Register of Legal Entities, Individual Entrepreneurs and Public Organizations, the State Register of the Acts of civil status of the Citizens, the State Register of Mandatory State Social Insurance, etc.

Through the information cooperation, the participants of the educational process will be able to make management decisions quickly and efficiently, form and implement educational policy, in particular, on issues of allocation and reallocation of interbudgetary transfers from the state to the local budgets, ordering textbooks, qualification certification, enrollment, expulsion, and transfer of students.

It is important to note that the processing of personal data at the AICOM is carried out in accordance with the Law of Ukraine “On the Protection of Personal Data”, so all the data and information are protected according to the requirements of the law.
