“Monitoring changes in the general secondary education network according to the regional plans” 

The information and analytical materials present the results of the systematic annual monitoring of changes in the network of general secondary education institutions (GSEIs), in line with regional plans. The monitoring was conducted in accordance with the Action Plan for implementing the European Commission’s recommendations, as outlined in the 2024 European Union Enlargement Package Progress Report on Ukraine, and the operational plan of the Ministry of Education and Science of Ukraine for 2025. The monitoring revealed that the number of GSEIs in Ukraine decreased by a moderate 3.2% over the past year. However, this has been accompanied by a qualitative transformation of the network through the establishment of innovative educational institutions, such as academic lyceums and gymnasiums. This indicates a gradual shift from maintaining the size of the network to ensuring its qualitative renewal, in line with the objectives of the “New Ukrainian School” reform.

“Research on the implementation of the New Ukrainian School reform in pilot educational institutions (basic secondary school)”

We present the information and analytical materials “Research on the Implementation of the New Ukrainian School (NUS) Reform in Pilot Educational Institutions (Basic Secondary School)”, prepared on the basis of the results of the fourth stage of the monitoring study of the piloting of teaching and methodological support in the second cycle of basic secondary education—subject-based learning. The materials summarise the findings of surveys conducted among teachers and heads of educational institutions, as well as analytical conclusions regarding the implementation of state educational standards, model curricula, teaching and methodological resources, and material and technical provision.

The information and analytical materials highlight key trends, achievements, and challenges faced by pilot educational institutions and outline specific features of organising the educational process, assessing learning outcomes, and evaluating teachers’ professional activities within the framework of the NUS reform. Particular attention is paid to the use of teaching and learning resources, the equipment of subject classrooms, and didactic materials to support instruction across all educational areas and integrated courses in pilot Grade 8 classes.

The information and analytical materials were prepared by a research team of the State Scientific Institution “Institute of Educational Analytics” in cooperation with experts from the New Ukrainian School Implementation Office. They may be useful for education policymakers and administrators, researchers, methodologists, teachers, and all stakeholders engaged in the further development and improvement of the NUS reform.

“Timely and relevant data on the operation of preschool education”

The information and analytical materials “Timely and relevant data on the operation of preschool education” focus on summarising and analysing key indicators of the development of the preschool education system in Ukraine in 2025. The materials highlight the importance of timely and relevant data as a tool for monitoring, evaluation, and evidence-based decision-making at the national and regional levels, as well as outline their role in ensuring the stability and quality of early childhood education and care under conditions of martial law.

The materials are based on operational data provided by the education departments (offices) of regional military administrations and the Kyiv City State Administration, collected by the State Scientific Institution “Institute of Educational Analytics” throughout 2025. The materials analyse the dynamics of the network of preschool education institutions, their modes of operation, staffing levels, as well as changes in the number of enrolled children and forms of organisation of the educational process. The findings reflect the main trends in the adaptation of the preschool education system to security-related challenges and may be used by education authorities, researchers, and practitioners to inform strategic decision-making and further development of education policy in the field of preschool education.

“Monitoring of the establishment of inclusive groups in preschool education institutions”

The information and analytical materials “Monitoring of the establishment of inclusive groups in preschool education institutions” were prepared within the implementation of the Operational Plan of the Ministry of Education and Science of Ukraine for 2025.

The monitoring of the establishment of inclusive groups in preschool education institutions (PEIs) includes an analysis of the following key parameters: the number of inclusive and special groups in PEIs; the number of children with special educational needs (SEN) covered by inclusive education; the availability of teacher assistants; the distribution of indicators by safety zones and regions.

The information brief assesses the level of access to inclusive preschool education in a regional breakdown and formulates proposals for improving state policy in the field of inclusion under wartime conditions.

The brief uses statistical data from state statistical observations (information bulletin No. 85-K “Report on the activities of a preschool education institution for the year” (as of 01.01.2025)), as well as aggregated operational data that are collected monthly by the SSI “Institute of Educational Analytics” in DashBoard format (information as of 01.11.2025 was used).

“Monitoring of the network of out-of-school education institutions”

The information and analytical materials “Monitoring of the network of out-of-school education institutions” were prepared within the implementation of the Operational Plan of the Ministry of Education and Science of Ukraine for 2025.

The materials of the brief present information on the current state of the network of out-of-school education institutions in Ukraine in 2025, taking into account the impact of the security situation, changes in the territorial structure, and the needs of internally displaced persons. Key challenges and directions of state policy in the field of out-of-school education are also outlined.
