On 24-25 June 2026, a delegation from the Ministry of Education and Science of Ukraine (MESU) participated in the “Policy Lab – Education Reforms in the Eastern Partnership Countries: Shared Lessons, Shared Future”, held in Stresa, Italy.

The event brought together representatives of the ministries of education from the Eastern Partnership countries, experts from the European Training Foundation (ETF), the European Commission, and education policy specialists from the Member States of the European Union. The Ukrainian delegation, representing the MESU, also included representatives of the State Scientific Institution “Institute of Educational Analytics”: Andrii Lytvynchuk, Director of the Institute, Senior Researcher, PhD in Economics, and Hanna Tereshchenko, Deputy Director for Scientific and Organizational Work, Senior Research Fellow, PhD in Economics.

During the event, participants focused on discussions of:

• implementing evidence-based education policies based on data collection and analysis;
• ensuring the transparency and accountability of education reforms;
• monitoring key indicators of education system development;
• strengthening the resilience of education systems and their capacity to adapt to crisis-related challenges.

As part of the thematic session dedicated to Ukraine, the delegation of the MESU presented the experience of maintaining the education system under the conditions of the full-scale war, as well as the approaches adopted to ensure the continuity of the educational process. Participants learned about Ukraine’s model of combining in-person, blended, and distance learning formats depending on the security situation and the needs of local communities.

Particular emphasis was placed on the digital transformation of education. The delegation presented Ukraine’s progress in developing digital education infrastructure, using data to support managerial decision-making, preparing educators to work effectively under new conditions, and creating a safe educational environment.

The event also featured discussions on the outcomes of the regional programme “Supporting Education Reforms and Skills in the Eastern Partnership Region” (SER), implemented by the European Training Foundation with the support of the European Commission, as well as the priorities for its next phase. Participants identified priority areas for future cooperation, including support for European integration in education, the development of data collection and analysis systems, monitoring the progress of education reforms, preparing partner countries’ education systems for integration into the European Education Area, and enhancing their competitiveness within it.

A separate focus of the event was the exchange of practical experience among the Eastern Partnership countries in implementing education reforms, defining policy priorities, and identifying effective solutions to ensure high-quality and accessible education.

Participation in the event provided an important platform for showcasing Ukraine’s experience internationally, strengthening professional dialogue with European partners, and developing shared approaches to the further advancement of modern, inclusive, and resilient education systems in the context of Ukraine’s European integration.
