Development of the National Qualifications Market under Conditions of Wartime and Post-War Migration Processes

This monograph was prepared within the framework of the international project Horizon Europe (project 101132435 – SKILLS4JUSTICE, Topic: HORIZON-CL2-2023-TRANSFORMATIONS-01-03 “Skills Partnership for Sustainable and Fair Migration”). It presents the results of the implementation of Work Packages (WP) 3 and 4 of the project, which are aimed at identifying key challenges and trends in the field of qualifications and population migration. The study was carried out by specialists of the SSI “Institute of Educational Analytics” and constitutes a significant contribution to the formation of an evidence base for policy development in the fields of labour, education and migration in Ukraine and EU countries.

The focus is placed on the analysis of the national qualifications market and the impact of internal and external migration processes caused by the war, as well as on the development of recommendations for the integration of Ukrainian refugees into European societies, their motivation, and the return of internally displaced persons and forced migrants to their homeland/home. The authors conducted a comprehensive analysis of the current state of the national qualifications labour market and the system of educational services in Ukraine under martial law, and prepared a review of European experience in the recognition of qualifications in vocational education. This will facilitate the development of policies aimed at faster adaptation of refugees to the labour market requirements of host countries and at simplifying and easing their reintegration upon return home.

The publication is intended for professionals in the fields of education, labour market and migration, international and national experts involved in post-war reconstruction, researchers, early-career scholars, representatives of public and international organisations, as well as a wide audience interested in issues of ensuring the educational process and the development of Ukraine’s education system during wartime.

Development of the Preschool Education System in the Context of European Integration: Assessing the Institutional and Legal Framework for Implementing Preschool Education Reform

This monograph presents the results of a comprehensive study on the development of Ukraine’s preschool education system amid European integration processes and wartime challenges. It analyzes the institutional and legal foundations underpinning the implementation of preschool education reform, and identifies key trends, challenges, and areas for further development.

Particular attention is paid to the generation and use of statistical data as a basis for the information and analytical support of education policy. The study includes a comparative analysis of European approaches to the development of preschool education and systems of educational indicators. It substantiates directions for harmonizing the national system of education statistics with international standards and offers practical recommendations for improving governance in the field of preschool education.

Financial Modelling as a Component of Information and Analytical Support for Education Governance

This monograph explores pathways to ensuring effective financial provision for general secondary education through the lens of quantitative modelling analysis. The study addresses a range of key issues, including changes in funding mechanisms under martial law, the regulatory and legal framework, the allocation of education subventions, approaches to evaluating the efficiency of public funding, model-based efficiency assessments, insights from international PISA experience, and a synthesis of funding practices in high-performing countries, along with prospects for the development of this sphere in Ukraine.

The scientific novelty of the work lies in the development and substantiation of enhanced methods of economic and mathematical modelling for assessing funding efficiency, in particular through the application of Data Envelopment Analysis (DEA), which makes it possible to evaluate efficiency across administrative and territorial units, starting from the level of local communities. The scientific and practical value of the study consists in the development of tools for the effective allocation of educational financial resources, the identification of relevant international practices, and the determination of key factors influencing funding efficiency that are significant for education management. The monograph is intended for a wide range of specialists in the fields of education, education statistics and analytics, education policy and management, as well as for civil servants, representatives of local self-government, and researchers.

Development of Information Educational Technologies

The monograph is devoted to a comprehensive study of the processes of digitalisation of the education system of Ukraine under conditions of martial law and European integration. The relevance of the work is обусловлена the need to form a holistic, integrated and secure information educational space capable of ensuring effective management of education, increasing transparency and accountability, as well as the formation of evidence-based state educational policy.

The monograph analyses the current state of digitalisation of the education system of Ukraine, identifies key trends in the development of educational information technologies and outlines the problems of forming the information educational space. Considerable attention is paid to the study of the functioning of national information systems of education management, their integration and the determination of effectiveness criteria. The directions of modernisation of the software and hardware complex “Automated Information Complex of Educational Management” as a basic element of the digital infrastructure of the sector are substantiated.

A separate section is devoted to the development of educational platforms under conditions of martial law, in particular to the analysis of their functioning and the assessment of the effectiveness of ensuring access to education. The role of digital platforms in supporting the continuity of the educational process is examined. The work also considers issues of cybersecurity and personal data protection in the field of education, analyses the institutional and legal frameworks for their provision in Ukraine and the countries of the European Union, and identifies directions for their improvement under conditions of European integration. The results of the research may be used by public authorities, research institutions and developers of information systems in the formation and implementation of education digitalisation policy, modernisation of information infrastructure and increasing the level of information security in the educational sphere.
